Taillight Issue...

ugh...how does one describe this other than the passenger side taillight is f'd up. the two bulbs in the red reflective area are lit...but the outer bulb is alot dimmer. I've played with the wires, moving them back and forth and it seems its either the pigtail(wire harness) or the bulb/circuit board itself. Should i attempt to fix this myself or just take it to the stealership for them to fix? My car is a 2001 and is out of warranty but everytime I mess with wires, I tend to mess something else up. If I should fix this myself, know where i can get this stuff fairly cheap?

charlie, tas, or any other locals up to do some wiring for me?
