I guess its possible that the flap being closed at low speeds keeps back pressure high and thereby improves efficiency

I really have no idea I shouldnt have even commented

Maybe. Not really sure myself. I know that the hose is normally attached to some type of controller for the flap. Not sure what purpose that thing serves.

Instead of golf teeing it I removed part number 9



Just take off the intake boots and dipstick to take it out from underneath the intake and plug the vacuum line coming from the intake; number 8

If its opened all the time its stuck open or you have a leak somewhere in the diagram above. I saw a thread once where part number 8 ( vacuum line ) had a break causing the engine to run like poop and the valve not closing.
