Whatever it is, it's obviously not being uploaded by a person and is being used for some test environment. It's likely a program written by someone to upload these 11-second automatically-generated test files for whatever project they're working on. YouTube is free and it's easy to create names and stuff such that you're on the "weird" part of YouTube and seldom viewed. It's free mostly anonymous test space.

Or it's someone trolling everyone, but with 77k 11-second videos over the course of a year, it seems unlikely.

it's pretty obvious as to why someone would make these sweet vids.

everyone wants a million views right? however it's pretty hard. but think about how easy it is to get one view. this person only needs to average about 13 views per video to get to that sweet million.

It is a test account that Google/Youtube use to test the quality of their conversion and compression. No aliens here, folks.
