Reprogram Key - Can't get Locks to cycle after pressing Unlock 3x

Whats up,
I haven't posted in awhile but I'm facing an awkward situation so i thought someone might have came across this before and could help. I follow the steps on how to reprogram your existing key and I can not seem to get the locks to cycle. I've done this a couple times before and never had a problem. I followed these steps:

Put the working key in the ignition. Turn to position 2 for like 1 second then back and remove the key.

Press and hold the "unlock" button then press the "lock" button 3 times, you should hear all the locks cycle through.

Has anyone had this problem? It seems as if the "pairing mode" is never really activated. In past times i've press the unlock 3x the the car doesn't response until the third unlock in which the car locks would cycle.

In this situation, i would take the key out (while holding the unlock) and press it the first time and it would unlock my passenger door. (This only happened if i only unlock the driver side and the passenger side is left locked while reprogramming)

Any ideas?
