To generate electricity, or an electrical current to be more accurate, you need to have a voltage differential. Two poles. The foil is one, where the other?
Have you seen birds sitting on a high voltage power line? They don't get fried, unless they touch something else simultaneously.
What's the second pole that the dogfish is touching?
