Yeah I read about that recently. Apparently there are 4 types of machines and they're all easy to get in to. There's one up the street from me that has been sitting with a road closure message for awhile and I'm seriously considering playing with it if it isn't locked.

I worked construction during the summer for 6 years and I've stopped traffic more than once without even so much as a sign or a vest. People are herd animals and as soon as you get one car to stop, the rest will follow. As long as you look "official" it isn't likely you'll be challenged. I remember watching a video of a guy in CA who REPLACED a 10' tall sign over the highway because he was so pissed at the original location. Trees blocked it or something and he always missed his exit, so he researched paint/fonts, made his own sign, and replaced the old one in broad daylight. Not one person asked him what he was doing or asked for verification of any kind.
