Legally, no. The 318is requires a 36004 and the 190E requires a 38004.

But dimension wise, it's an exact fit for both cars. It's probably just that one digit and the paperwork that makes them different.

Then again, I don't think I've ever seen a smog technician write down the part numbers of a catalytic converter and I don't think it's part of the emissions test. I think it's only applicable to shops installing the converter to prove their legality should something come up.
