iv been hit before (not in this car) that time not my fault and didnt report it because i didnt know wtf to do

Just go to the police station and describe the car, tell em you dont have their license plate number. They wont even bother investigating. They might charge you $10 though.

I think they go by how much the damage is. But if they other guy isn't gonna report it, I don't see why you should.
