Be careful with that. If the belt isn't moving, that means the water pump isn't spinning either. Something seized up and that something is usually the power steering pump grenading.

Take the belt off and spin all of the pulleys. The one that fights back is the problem.

Thanks for the information cyber. Gonna be doing a full troubleshoot tomorrow morning with a buddy. Hopefully it won't take more than a day to get my car working again.
