It happened all over New Orleans after Katrina. A friend of mine lived there in "white suburbia" and there were groups of people that would go house to house and loot in these neighborhoods. The only reason his parents didn't get looted is because his dad sat outside and made sure that these people didn't come into his house.

He didnt prevent them from going into his neighbor's houses?

I guess when something happens like that .. then everyones on their own?

In New Orleans and the area, there were neighborhoods that banded together. I used to have a lot of contacts with Blackwater, and I was contacted for a temp contract to do armed roving security patrol back in 2005. I passed, but one guy I talked to had a lot of interesting things to say. If you google "katrina looters will be shot", you'll see the signs that people put up. There were neighborhoods that put up signs at the end of their blocks, and if anyone went past those signs that didn't live there, they were confronted by armed neighbors and questioned. The issue is that a lot of people evacuated, so you're not going to see everyone cover everyone's property.

The problem is that it's a factor of the culture of a neighborhood that determines what happens. North Minneapolis is basically a ghetto at this point. Last summer there was a tornado that ripped a huge swath through there and destroyed a lot of homes. The neighborhood there is your typical ghetto neighborhood. Within 24hrs, the looting began, starting at - you guessed it- the liquor stores. Then the tobacco shops. Then peoples' homes. Stuff being stolen wasn't food or supplies, it was electronics and valuables. The culture up there is general lawlessness anyways, and the community just bows down to it and won't stand up for it. In contrast, we had rural cities nailed by tornadoes and the community has come together and supported each other and protected each other. No looting. Anyone coming into those towns had to pass through checkpoints and explain why they were there, and were monitored while there. If you had the people from North Minneapolis in small town Minnesota thinking about stealing, there'd be a lot a people shot in a very short amount of time because nobody would stand for it.

The latter half of your post relates to a T to Joplin, MO and the rebuilding down there from a series of tornadoes.

Im sure you have most of the supplies for your bag already around your house. I know I already had 75% of mine laying around. Wouldn't hurt to pack a small bag just in case you need to bug out before you make your gun purchase.

Things around the house that I had-

Pocket knife
Multi tool
First Aid- bandages, triple-antibiotic, aspirin, etc
water bottle
Canned food
Cheap can opener
Clothes
Flashlights
Batteries
Matches/lighters

You would be amazed at what you can buy cheap at the dollar store and walmart.

$100 gets you a ton of stuff.

$1-5 pocket knives, waterproof matches, bandaids, ziplock bags, poncho
$5-10 first aid kits, water tablets, tools, duct tape

etc.

Everything does not have to be Superbranded survivor stuff, anything is better than nothing. You can always buy better stuff 1 piece at a time later.

I found little baggies in my local wal-mart in the craft department that are perfect for carrying asprin/vitamins/allergy meds. I went around the house and put a few in the baggies and labeled them. Its better than carrying around 16 half full bottles of meds and it was only $2 for 100, they also have various sizes.

Thinking about getting a couple of those 3-day packs. The bug-out-bags are popular but aren't backpack style. I imagine in those situations you want everything on your back to leave your hands free.

I have a 5-day kit in a 5-gallon bucket that doubles as a toilet, about 3 years old. Time to refresh and I'm thinking of converting entirely to backpacks because well... when you need to bug-out you better bug out quick without dragging crap on your hands.

$30 each. Anyone know if they're waterproof?

Does anyone have any recommendations for a trunk to store items in? I know Pelican is the end all, be all, however, I don't want to drop $150+ on one.

Ideally it would have wheels, be made of hard plastic and would hold two backpacks, food, medical supplies and some other odds and ends. It'll be kept in the basement.
