Question Thermostat won't open

hello again
Anyone have any ideas why a thermostat wouldn't open?
A week or so ago I got code P1620 Map Cooling Thermostat Control Signal High on my 2001 330ci. I did lots of searching and reading and decided to change the Thermostat and Water Pump since I'm at 76,000mi anyway.
The car will heat up to the half way point then shut down. The upper radiator hose gets hot and the lower radiator hose stays ice cold.
Any ideas

You can test if the thermostat works by pouring a load of hot water through it, just boil the kettle and be careful not to burn yourself pouring it in. If it doesn't open up then send it back, it's faulty! If it does open up then you may have a fault elsewhere.
