My Ride: 2004 330Ci ZHP
Bought BMW Performance rotors, one appears used?

I just received my BMW Performance Floating rotors from TurnerMotorsport.com.
One of them was not opened and is in prestine condition while the other was opened and has brake dust all over it.

I've uploaded pictures for you guys to take a look.

Is this a normal phenomenon? Should I ask for an exchange?

It's new just have some minor surface rust from storage.

Yes, surface rust. Since, most rotors don't come coated. They will have an oil film on the rotor for rust protection during storage

Just look at the rotors on your car the day after it rains if you don't drive it. They'll have even more surface rust on them!
