Find aggieE46's DYNO thread, it will answer all of your questions. Maybe with FI you would get some gains but otherwise it seems to be only useful for throttle response and that warm and fuzzy feeling of "I just upgraded something".

I went from a 64mm TB to a 69mm TB and it felt almost the same. Dyno may have shown a few HP at the top. Throttle response felt better in that it made the pedal more sensitive, but in reality throttle response was worse in that it made the the motor boggier (not as crisp).

My theory is that the ECU uses the change of plate position for fuel enrichment. When you go to a larger plate less movement is required for the same increase in airflow.

Mine didn't feel as crisp with the larger one, that's all I know for sure.
