My Ride: 2001 bmw 330 ci
Is my "DISA" FUNCTIONING PROPERLY

So I removed it while working on other things and research shows me to check it. Saw where the flapper door should be spring loaded.....mine is not, it just spins freely. Is this correct or is it considered broken? If it breaks, whats the results.....misfire, rough idle etc?
I was getting a rough idle but thought the main issue was a hole in the aft throttle boot.
Any thoughts?

Yes, the flap is spring loaded. If the flap spins freely, your DISA is toast. Do not put the DISA in with the flap spinning like that. Better dremel off the flap and remove any moving/loose parts and put it back in till you get a new DISA.

Havent seen in person, but people say that the pin gets sucked into the intake manifold if it breaks. So better safe than sorry.

When I said it "spins" freely I mean it is not spring loaded, it only moves likehalf way and there is "no" spring tension that I can feel.

Yes it will run without a flap.
You will possibly get a CEL for that but you are going to replace it anyway.
Yah, the flap should have tension all the time.
It will cost you around $170, thats a guess though. search in BMAparts.com

Your broken Disa may be the reason for your rough idle in my case it was it also gave me a cel light. If u remove the flap make sure to seal the hole under it with something otherwise u have a big vaccum leak that will likely cause idle misfires, mine did. Your best bet is just to get a new disa it will outlast your car prolly.
