Calling all lawyers: Annoying neighbors!

I have a neighbor on a shared walkway that placed an inflatable Christmas tree on said walkway but its fan is so loud that I can hear it from within my closed home. Oh, not to mention it blocks the walkway. What can I do and still be within my rights? I unplugged it earlier (the plug is in public space), and I overheard the neighbor cussing when she found it. So yeah, what can I do?

Disassemble fan in the middle of the night. Take the blade assembly out. Resemble fan minus blade assembly.

I think it's like that big snowball things that light up with floating **** inside. When you turn it off it lays flat.

Could be much worse...my neighbors like to listen to loud "music"...

Preferred "music": One direction, Nicki Minaj, Lil Wayne etc

Preferred time of listening: around 12-2 am...

Make a sort of box that deflects the noise away from you. It can be a simple box made out of simple wood, top it with vinyl or lead sheets (or Dynamat) with cheap pillows on the side towards the fan. I did it when I was living in a disaster zone in the Philippines and a neighbor kept their generator running until 1-2AM. It's not that hard, and keeps the peace. People can be inconsiderate. You have to ask yourself if the fight is worth it.

Place a bigger tree ..ugly tree or decoration right on the side.
something huge & ugly, get other neighbors attention, someone will complain to the HOA or whatever and both get removed.
