NO power to engine fan fuse....

Replaced my entire cooling system, the fan not working pushed everything to its breaking point and leaks were popping up. Checked the 30A fuse, fine but still switched it. I tested the 2 stage fan, and it works. So then I followed up by testing the connection wires. NO POWER. So I went back to the fuse...and turns out the reason its not blown is because its getting NO power. What could cause this? Is there something OTHER than the signal wire going to the fan that could cause the power stop going to the fan? ANY HELP would be great! I love this forum, and I really need you guys before I go dropping 200+ on a fan, only for it to be some relay, or a DME issue. THANKS IN ADVANCE!!!

P.S. Thank God I don't live in the city, traffic would have overheated my car. But the highway speeds and cool weather left this problem undetectable all winter.
