I also believe that prisoners should be forced to do hard labor. Could you imagine how much sh1t could get done if all prisoners were working non stop for no pay?

It'd be kinda nice if things were that simple. Sadly everything is always shades of grey instead of black and white.

I just wish a whole lot less money would be spent on prisoners and they had worse living conditions.

I like this idea. Making use of otherwise useless people. Every hour of unpaid work, an hour off their sentence or something like that.

I don't know about that last part. Why give them an incentive? Their life is spared despite having taken someone else's. That's as big an incentive as anyone can get.

Steal a car? 5 years hard labor

Rob a bank? 20 years hard labor

Kill somebody? Hard labor for life

Each prisoner will wear a metal collar that will explode if they don't work hard enough (à la Battle Royale)

Meh, collars are expensive. I wouldn't even give them clothing or shoes, also expensive, needs to be washed, and conceals possible weapons. The only luxury, out of convenience and security, would be their own prison cell.

I like your sentencing, don't like the collar. I don't want to waste money on collars. If they misbehave they lose a finger. If they lose all their fingers they are simply killed.
