e46 Fuel filter/regulator supposed to hv vacum??

My 325ci Seems to run a little rough once and a while ... No engine lights ..
I changed the fuel filter that has the regulator on it .. after i connected the fuel lines I started the car to check for leaks and to see if Vacum was at the regulator .. No vacum was present >> is this normal ???
I always thought there should be vacum at the regulator while the engine is running ..

if anyone could help ,, that would be great ..

My Ride: 2002 BMW 325i
Well since the vacume line is connected to the "F" connector on my B, the vacume produced would equivalent to the pressure require or fuel required by the DME. So my figure is no load, no requirement for extra fuel. Floor the pedal and air coming past the "f" connector increases vacume, thus opening regulator to provide for increased demand, as indicated to the computer by your foot.
Thus velocity in intake boots equals vacume to regulator. The throttle butterfly is oPen just a hair at idle by the DME, plus the ICV is allowing air to pass To the intake allowing proper idle. Press pedal opens butterfly closes ICV creating more pressure in boots creating vacume at f connector releasing more fuel to injectors. That's just my understanding of how it all ties together.
