Touring Rear Defrost

Ok so my cars rear defrost is beat where the rear window and weather stripping meet has caused the defrost element to be rusted away breaking all the "lines" that do the defrosting. Last year I tried the fix it paint which went ok but fail very soon after. I removed all that paint and tried something new. I bought copper tape with conductive adhesive and fixed all the connections and check them all for continuity, everything looks good but the defrost still doesn't work.

When I press defrost button the mirrors heat right up and I here a click in the back indicating power is getting to the relay at least but no heat at the rear defroster. What am I missing? Why doesn't this tape trick work?

Any ideas are appreciated. Thanks
