really odd steering problem

Hey guys I don't even know what to call this problem so I will just explain what it does. My friends 2002 330 xi stays turning unless you make it go back to neutral. In other words if you turn the wheel to turn and take your hands off the wheel no matter how much of a turning angle you have it stays right where you turned it. Can't even go down the road straight cause your always over correcting and it feels unsafe. Has anybody ever had this problem or even heard about it? He rotated the tires and replaced the power steering fluid and it does no good. Any ideas what he can try?

bent steering rack will cause this. it happened on my evo before. everything seemed straight but I could go around an onramp without touching the wheel.
