need your HELP

i have researched this forum for days and still cant find a solution.
Problem: passenger driving light (low beam) is out.
what i have done so far: swaped all components with the driver side (the bulb, ballast , the small component next to the ballast, the ignitor). what i found out is that the passenger side ballast is bad. but when the the good ballast is on the passenger headlight the low beam just barely flickers then nothing, i know the bulb and other components are good since i have run all on the driver side and even connected the driver side headlight to the passenger side wiring and all worked fine. anyone have ideas on what else i can do?

is there something in the assembly that could be affecting just the low beam, like a resistor or fuse ?

i was starting the tear down of the headlight assembly when i noticed the center wire in the connection plug going to the ignitor was cut all the way through. this explains why even after having all good components on the assembly the low beam still didnt work.
