Just an update, I bought a used module, same part number from an '01 M3 off ebay. I had to recode some options since I was getting errors for seat position sensors and head airbags, but it was easy enough to enable/disable them and now it's good as new.

Does anyone know if you can pass in Texas inspection without a passenger seat and the airbag light on?

Yeah....do a bypass on the wiring and put the resistor in there. Then the car won't care if the seat is there or not
