External temp sensor?

I keep reading posts about a faulty temperature sensor on the outside of the car that doesn't allow the AC to come on because the reading is off. in what year did they start putting this into the cars or has it always been in every BMW for ac purposes?

My build date is 11/98. Us model.

Per realoem.com, where is the location of the sensor. I have no familiarity with this part or how to access/change.

Mine is under the front bumper on the driver's side. It's a pretty obvious probe looking thing.
