No it doesn't. The left most lane is for passing, if there's no traffic around me and I'm already going above the speed limit there is no reason to be in the furthest right lane. What I don't get is why people insist on passing on the right side when the left lane is clear.

Happens all the time in California, I just pickup my cell phone and call the CHP. I let the speeder pass, when I catch up, I see them on the side of the road.
