Plastic film covering on the front bumper?

Ok so the guy before me put one of those like stick on clear plastic liners on the bumper to prtoect it, and well its starting to look trashy, can those just be pulled off slowly or does it require someone with specific guidelines to do that?

Use a hair dryer to heat up the adhesive first. Or wait till summer, and park it in the sun for a while beforehand.
