Rough Idle on Cold Engine

Good Morning,
My car has been running great for the past couple of years and I guess its about that time to do some tuning. My car seems to be idling really rough when cold. The rev goes anywhere from under 1rpm and all the way up to 1.5 rpm constantly until engine warms up. Once the engine is warm the idle is more steady but you do seem small increase and decrease at a complete stop still. Another symptom i noticed is that the car's rev will get stuck after shifting into a gear for a quick second. Exp: I shift from second to third and rev sticks at 2.5 rpm for a second before lower down. So far i'm probably due for a spark plug change for its been 2 1/2 years since. I was thinking it might be the idle control sensor but wanted some opinions from others. Any Ideas?
