Xenon adjustment gone wrong

Car info:

05/2000 323Ci with bi-xenon headlights

It seems that the passenger side xenon was over-torqued, or just turned up too much. There was a 'pop' within the headlight, and now the passenger side xenon won't come up to where it should be. The adjustor will allow me to take the aim all the way down, but when adjusting up it stops at a certain point and will not raise anymore.

Anyone ever run into an issue like this before? Let me know if there is more info that I can supply to help out. I'd really like to get this taken care of since my headlight is basically pointing too far down to be effective.
