Call me crazy, which I am, but I would think that a person willing to commit murder (you know, those people these laws are intended to impact) could care less about being caught for carrying.

That's like a person willing to eat a gallon of ice cream every day for lunch not eating bread because it contains too many carbs.

What did it do?
In 1990, NYPD began an aggressive campaign of "stop and frisk". (Terry Stops) This coupled with their 1 year mandatory minimum for carrying a loaded firearm without a permit lead to an insane drop in gun murders and gun related crime. With these two tactics combined, criminals were fearful of carrying their guns with them. This lead to altercations with fists and knives instead of guns. Murder rate went down and had direct impact on the numbers of crimes in NYC.

Yes, crime dropped after the 80's across the nation, but by no means at the rate the city did.

At first, probably yes. But in my opinion, one of the few examples of Deterrence truly working.

JJ will argue that gun laws keep guns out of the right people hands. The way NYC implement their laws kept the guns out of everyone's hands.

Like I said earlier, gun laws are just a portion of what contributes to violence (or lack thereof) in a city. I think that gets lost in the gun law conversation pretty often.

Because the NYC law makes it easy. Anyone in NYC with a gun is a criminal. That's like saying, kill all blacks and look at how much less crime there is.

Umm, not sure how that equates. If you are saying that proportional, more crime is committed by 17-24 african american men proportionally to any other group? Then yes, you are correct.

I guess you didn't read what I was saying. Stop and frisk coupled with mandatory minimum (increased to 3.5 years) was what worked. Not just a mandatory minimum with little to no enforcement.

City of 8 million people can't be equated to one with 800k people. Thus, murder rate was developed. 4 murders per 100,000. Chicago and LA have a murder rate of 6 per 100,000.

The Chicago City Council decriminalized marijuana if you're caught with 15 grams or less with no obvious intent to distribute. You're simply issued a ticket with a $250 or $500 fine.
