I need help on my Halo light install.

I bought an aftermarket headlight set for my bmw e46 (depo projectors with ccfl halos) , and it came with pre-installed halo lights and attached to these halo (angel eye) lights was a ballast. But pictures online show that the ballast is usually outside the closure. but mines is found inside the rubber cap for my projector headligt.

Is it safe to install my headlights like it is, or should i take the ballast out and make a hole it my rubber cap to push it through to the outside. Would it over heat? or rattle too much and cause a problem? let me know, thanks.

here are some pictures if i didnt make any sense. (First time poster)
