1) company must have ethnically diverse staff
2) company must have at least 45% female staff
3) at least 50% of employees must be unionized
4) if company wins exclusive contract with government agency, company must subcontract 20% of its work out to the 2nd and 3rd runner up companies
5) if construction or manufacturing labor is needed for the job, only hire union workers
6) purchase materials needed for the job from only "agency approved" suppliers and vendors

as thoughtfully as these government agencies try to be, saving public monies is not one of them. its all politics

Back to reality, yikes, I drive over this one just about every day:

Man, given the volume of traffic that goes over that -- one of the busiest roads in DC, the worst traffic region in the country -- can't see how you'd do that without major disruptions. Of course, falling to the ground would be pretty disruptive too.

But they are still not laughable in terms of the revenue generated. Cali pays 68 cents a gallon.

it varies by local, state, fed, co-op, etc... and whether or not each agency is PMSing or not. The standards are never consistent and sometimes over burdensome that only the desperate dare to bid. Even though we have a more efficient method of getting the job done, we are bound by contract to be wasteful in order to secure payment.
