My Ride: Is German
fluorescent lights

Last week a guy replaced the fluorescent lights in the men's room.
The lights work, but they don't light up a hundred percent.
Only about 25 percent as bright as they should be.

Does the lighting fixture need to be replaced ?

What's the problem ?

It might be the ballast. the lights worked fine until yesterday.

Maintenance can figure it out, but I like to know how to figure things out for myself too.

Most likely it's the ballast, however the newer fluorescent bulbs take longer to "warm up" and get bright when installed on older (non-electronic) ballasts.

If you end up replacing it get a fixture with an electronic ballast. It will last a lot longer and the "strike" power is much higher giving you brighter light when you flick the switch.
