Belt Parkway - Pacing Cars

Are they ~pacing~ cars on the Belt like they do on the LIE these days...

Heading Home around 3 -4 AM....between Exit 1 and 2 off the Belt West,the usual spot on the right between the 2 exits is a LEO.

Car on left lane blows by, slams on brakes....and keeps on going.

I'm in the middle lane, 6 car lengths back, as I pass, I'm doing 58-60'ish.
Leo comes out....starts driving on the right, and even get's off the Verrazano exit, but before completing the full turn in, he brakes hard and just stays somewhat straight off that exit....as if he was running the run, and waiting for me to speed up.

Car was a unmarked car.....but def. a LEO.

I see them all the time, just never seen one that seems to have been *pacing* car speeds...
