Offset problem

I have a problem with my car and I think it is related to the wheel offset.

It is a 318i model but I have 16" (205/55/16 tires) E60 wheels on it, which are ET20 (style 115). I also have 15" (195/65/15 tires) steel wheels with winter tires, ET42, I think.

Problem is that when I drive on 16" wheels car feels much more worse then on winter tires. I can feel bumps much more and sometimes when I brake, and the road isn't flat, it pulls right.

Is it possible that this is all related to the wrong offset of the wheels? All this problems are gone the minute I mount the winter wheels. Car is much more comfortable and the steering is better and there is no pulling to the side when braking. Recently, I changed shocks and all the brakes, and checked everything related to steering and stuff (I don't know how these parts are called in English).

I read on few sites that lowering offset can cause this problems, but I'm not sure. Anybody have similar problems? Do you think that changing wheels will solve this problem. I want to buy original 16" wheels for E46.
