Also I can turn the key all the way to start it but nothing, an after that it will stop half way. Could this be the starter?

Ok. I'm new to bmws but I can try.
I turned the key to start the car the lights an radio were working, but it wouldn't turn over. Then I tried again and it seemed like something was cutting me short from turning the key all the way.

Get the code.

Did you disconnect any electrics other than the coil connectors when you did this?

Make sure your battery is good, you can check the battery Voltage right on the dash via the OBC. See the 4th link below in my signature.

Also make sure to try with the trans in neutral if an automatic or pump the clutch pedal if a manual trans.

The one thing I hate to tell you is if you have a 2003/2004 these cars seem to have a lot of starter issues that just all the sudden quit starting without warning. On the xi, you might as well pull the intake and replace the starter from the top as there is very little room under the car for a starter replacement if you need to replace it.

Hopefully it is not the starter, usually what happens is the batteries are usually old and when you decide to do a lot of work on the car, either the door is left open and/or the radio is played while working on the car and the battery is discharged to the point the car will not crank.

Verify battery first, try neutral or pumping the clutch, search about the ignition switches and hope your starter is not the problem.

Does not mean it has enough juice to actually start the car.

I jiggled the steering wheel, an pushed the brake to the floor, also tried changing it from park to drive to reverse an back into park. Idk what's wrong with it. But doing all of that seems to work..... Kinda lol.
