What would you recommend to use for a tune up? What ignition could do you use, an what spark plugs an why?

IDK what to use for a tune up and the plugs to use are BKR6EQUP.

As far as the ignition switch not turning all the way to start on the second try, you have to go back to off before trying again. I think it's to keep you from engaging the starter if the car is already running.

The steering wheel has a lock on it that engages when you turn the steering wheel with the car off. With the lock engaged you cannot start the car. Turn the steering wheel one way while turning the key to disengage the lock. If one way doesn't work then go the other way.

If your problem isn't that you can't turn the key all the way then you'll need to check your electrical system and starter.

^was it already broken? Scan codes and see if there's a misfire in that cylinder.

If not its probably ok.

We have been problems of it misfiring most of the cylinders. So I'm going to try process of elimination. I've replaced the plugs, coil packs. An I'm probably going to try to replace that part... Do you have any idea what it's called?

The broken plastic section is not causing multiple cylinder misfiring. You may have a lean condition from a torn intake boot, a common problem that appears as an ignition issue. You may be best off having a pro diagnose your problems before continuing throwing random parts at her?
