31k is a lot for a car that doesn't even have all the options. Not sure why it doesn't have the updated wheels on the newer e46s. it's very clean though and it is a vert so that's a plus. I would have to say no and get like a 2003/04 with 30k miles and save a ton of money. They haven't changed anything I believe from 2003 and up because I think that is when they changed the rearview mirror, parking senors, rims and LED taillights. Warranty is most likely expired anyway so going for a slightly older one isn't a big issue.

Those are the standard 18" wheels, the 19 inch forged wheels were an option.
The mileage is crazy low! Looks like a nice car but should still do all the checks and a PPI etc... Are the service records available? Can you talk to the previous owner? There's lots to consider other than mileage and year when buying any used car, especially an M car.

I actually came across this while looking for a 1er for the fiance. Gonna make an inquiry tomorrow and if... I can get it down to 23-25k I just might and make it a project

Get a PPI done and go from there. I am as wary of ultra low mileage cars as I am with ultra high mileage cars. I'd rather have a car that has seen 10k a year with regular maintenance than a car that has done 1k a year.
