Lair would be correct. It comes down to power and the privilege it provides. If the US has the ability to exercise its power over people than it is free to do what it wants. Those in a weaker position must endure.

It is a dialogue in History of the Peloponnesian War. The book is a classic text on international relations. It consists of many thought provoking ideas that are relevant to today. Would recommend it provided you have the time.
