A good body shop will use a BASF system which takes the original OEM color, then you match that with tinting etc to account for wear, fade, age, etc. Again, no need to blend. Find a shop that uses a BASF paint system.

You DO blend if the color isn't perfect. "Perfect" being the key word. There are a lot of solid colors that can be very tricky to match. On an older vehicle, no it won't always get blended due to fade and "wear", but there are times that it will be.

All paint matching systems are based off of original OEM colors. BASF is inherently no better than, say, PPG or AN paint, and each manufacturer makes several different lines of paints, with various qualities.

Painters and shops tend to like the brand they use because they've used it for a while and they're comfortable with it. Switching brands is a real PITA, and they're not going to do it if they don't need to.

If you find a painter that will guarantee a 100% match without blending, run. Either he's going to charge you ten times what he should, or he's just a liar.
