Safe to consider a tire with "missing pieces of rubber"

My tires are down to 3/32 and over $1k for a new set of 18s is blowing my mind. I could get top shelf stuff for my subaru for under $500 out the door. Craigslist has some good deals for rims + tires, so I figured I'll get a 2nd set.

There is also a set of wheels + Michelin Alpins from an e90 m3 for $500.

Would love some help here
