Mexican Terrorists Kill Nine Americans

These Mexican drug cartels are terrorist organizations. The Mexican authorities have not been able to get rid of them. Keeping drugs illegal combined with US demand for drugs fuels these Mexican drug cartels and funds their terrorist operations with huge profits.
What can be done to deal with this problem? What is the best way to get rid of these Mexican drug cartels; or are they here forever?

It's difficult to win a war without fighting to win, which is neither pretty nor politically correct.

I'm of the opinion that they are here forever in some way, shape or form. The black market and illicit trade is as old as "the oldest profession" I suspect.

That doesn't mean nothing is to be done, but I don't know what the answer is frankly

I think the first step would be to not live in cartel inhabited areas, this situation is horrible but if you need to travel in a caravan as a civilian for your own safety it might be time to move.
