Yes, it's the ET, end cap, or both. Unfortunately because a small leak can sometimes spray coolant which will dry in a location that it didn't come from it's really hard to say for sure. The best way to know is to clean the area up really well, start the car, and when it warms up see if you can spot where the water is actually coming from as it happens.
