Agreed catless exhaust has a very bad smell. turns your BMW jewel into smelling like a broken down jalopy. also makes car loud.

not sure it would be legal still. not having to get tested isnít same thing. new cars in CA are exempt for first 6-8 years of testing but that does not mean they can legally take off US government regulated emissions equipment.
CA also has had certain rural counties exempt for decades now.

If I was to guess I'd say that they stopped the rolling 25 years exemption in '00 and it hasn't moved since.

I remember the last year that I had to get my '68 GTO smogged and ended up having to take it to a "a guy" because the book said that it was supposed to have EGR but it didn't because Pontiac didn't start using EGR until '74 when they put cats on. Up to that point they'd achieved the same results by using high swirl heads.

just came accross this in a search:
(1a) 1975 & Older Exempt - Under the old smog laws, 1975 and subsequent model year vehicles became exempt from Smog Check when they turned 30 years old (30-year rolling exemption). A 1976 model year vehicle was exempt in 2005, a 1977 in 2006, etc.
(1b)As of April 1, 2005, exempt from smog check requirements are any motor vehicle manufactured prior to the 1976 model year. All vehicles 1976 and newer vehicles will be tested according to state emission law. This law repeals the 30-year rolling exemption.
