Yes, you can remove the belt. When I bought my car the belt and tensioner were removed for some reason. When I test fired the engine after re-assembly I ran it without the belts as I did not have anything hooked up yet.
I don't think under drive pulleys are necessary. Money is better spent elsewhere.
Under drive pulleys are not allowed. They must be the same diameter.
10.2: Pulleys may be replaced with metal versions of the same diameter.
