While I don't have the AC system discharged yet is it safe to remove pulley belt from compressor so it doesn't have to spin?

Also what's the thought on the under drive pulley systems? Beneficial to save engine resources or waste of money?

Yes, you can remove the belt. When I bought my car the belt and tensioner were removed for some reason. When I test fired the engine after re-assembly I ran it without the belts as I did not have anything hooked up yet.

I don't think under drive pulleys are necessary. Money is better spent elsewhere.
